About

The Republic of Marshall Islands National Building Code (RMI NBC) establishes minimum requirements for building systems using prescriptive and performance-related provisions. It is founded on broad-based principles that make possible the use of new materials and new building designs.

The national building code sets the safety standards required for occupants of a building and bolsters the resilience of the people of the RMI against the impacts of climate change. It promotes sustainable building development and raises construction standards in the RMI.

Building Code Compliance

The National Building Code enforcement and compliance will follow a phased approach. As implementation progresses with more public awareness and stakeholder engagement to inform on the permitting process and flow, compliance will begin on commercial and residential projects.

Building permit exemptions are also applicable where specific conditions are met.

  • Phase 1 – Year 1: Government Projects​
    • Accept building permit applications for new and renovated public sector projects only​
    • Build internal capacity, refine workflows, and collect implementation data​
  • Phase 2 – Year 2: Commercial Projects​
    • Expand permit processing to include private sector commercial developments​
    • Launch public awareness and training support for the private sector​
  • Phase 3 – Year 3: Residential Projects​
    • Accept and review residential applications​
    • Provide standard plans and details for low-risk dwellings​
    • This staged approach supports compliance, capacity building, and public trust.
