NIIP Summary
The Republic of the Marshall Islands (RMI) National Infrastructure Investment Plan (NIIP) 2023 update addresses the country’s unique infrastructure challenges shaped by its geography, environment, and socioeconomic conditions. The NIIP consolidates and prioritizes public infrastructure projects across sectors, evaluating their alignment with national strategic objectives, economic viability, and climate change adaptation.
In 2023, 155 projects totalling $1.168 billion were screened, with 45 projects already funded ($409 million) and 41 priority unfunded projects identified ($273 million). The NIIP funding assessment shows that projected funding can cover 91% of the priority pipeline, making it affordable within a 10-year horizon.
Projects are submitted through Project Concept Notes, screened, prioritized, and then approved by the NIIP steering committee and cabinet before seeking development partner funding. The NIIP is updated every five to ten years, with annual priority project updates, ensuring alignment with the National Strategic Plan, National Adaptation Plan, sector plans, and development consultations.
